Network 2: Can user-specific settings be saved locally, for example can users save their custom Output Styles or Import filters on their local workstation?

Answer: Yes, user's profile on a given computer is customized for that user. On Windows, this customization is stored in the user's Windows Registry. For Macs, this is stored in a preference file within their profile. This means that each user can modify the preferences to point the content folders to a custom folder. With EndNote X2 and later, note that the program is installed locally and that each user by default has custom content file folders.
